I have given goblins big-up's in the C&C Haunted Highlands campaign i;ve been penning. I give them primative grenades, and an affinity to alchemy and magic and are excellent miners. They breed hobgoblins as well as war-ogres, battle trolls and a slew of other goblomorphic beasties in their breeding pits. Definitely not stupid, nor weak in decent numbers!

In the (soon to be released) mass combat rules they swarm other units that they can gain flank on and force a morale save or retreat or be devoured. Can't retreat without running into more goblins? Units lost.
