Interesting that this is dividing people so clearly, and neither can persuade the other to their point of view! Our DM also agreed that it's 2+2, not 3, due to the indentation - left unexplained by the RAW. There's bound to be some clarification sooner or later.
The thing is, the average damage done is the same. If you're looking for a damage spike, 2+2 is better, but if you're looking for just any hit, 3 is better. Vs. enemies with a low AC, 2+2 is better - enemies with high AC may be easier to harm with 3. So it's pretty even, and either way you run it, it's not going to make much of a difference.
I think 2+2 is right, it's just formatted badly. As someone pointed out, pretty much all weapon-specific benefits only happen if the attack hits, so getting a freebie third attack even if the two previous attacks miss strays from the norm.
