For sure. But the rules fight against you in some cases, or require tons of new rules to be written to accomplish your goals. At a certain point, switching to a rules system that's not fighting you, and is actually enabling the style of play you're seeking, becomes attractive. Obviously, everyone's got a different point where that changeover would make sense -- and for some people, there's almost no point they'd be willing to switch.The more I hear people talk about particular types of FRPGs, the more I'm convinced that, aside from a few really specific rules (that aren't universal), most of it is do-able with any edition as long as you bring the right attitudes to the table.
