My first trip to Seattle was in April of 2016, when they were having record daily high temps of 90F. After summers in Toronto it felt more to me like maybe 75F. he locals were melting and complaining, while I was wearing long pants and long sleeved shirts, in perfect comfort.
For me it is less about temp and more about humidity. Here once it it starts getting humid in the summer I have a lot of trouble breathing and that makes the heat feel worse. If it is 90 and humid, which it usually is here if it's 90, forget it. Also I think something about the way we construct housing is different. In California, I never remember a home feeling stuff, especially at night. Part of that might be the dry air, and the cool air in the evening (I was pretty far south). But here once it starts heating up, bedrooms and other second floor rooms feel so suffocating to me. I love New England but I will say I could do with different construction methods or something because they are always stuffy and musty smelling in the summer months
