That's just because Toronto isn't a real hotbed of hockey culture. You have to go to real hockey cities like, uh, Las Vegas and Tampa if you want to see the good stuff.
Las Vegas loves the Golden Knights, who showed up at just the right moment for them. Their first season coincided with the mass shooting and the Golden Knights really went all-out in helping the city grieve, which really bonded them to the locals, and then, of course, they had huge success as a team right out of the gate, cementing things. Vegas is going to be an improbable hockey town for a long time to come, I expect.
