That's not actually the case.
3.5 is a completely different game than 4th edition.
It's about as similar as Super Mario Brothers 3 and Mario World.
If anything the biggest problem with confusion is people still trying to apply 3rd edition rules to 4th edition. The easiest way to learn the game is for people to throw everything they know about D&D out the window and just relearn the rules. (It will be a lot easier in the long run.)
So yes it is actually the case the rules have always been this way. At no point in 4th edition could you use an immediate action on your turn. Which is the context I was using it in. What used to be in 3.5 doesn't matter. It's crystal clear in 4th edition and it has always been crystal clear in 4th edition.
If you're going to start listing how it used to be in 3.5 you better start working on your novel now if you want to be done with it by the end of next month.
For all intents and purposes outside of the name Dungeons and Dragons they're completely different games with similar flavoring.
