They could also solve it by keeping Pact Magic but using the optional spell point system from the DMG. That way, a warlock has enough points for two max level spells, or maybe one max level and a few low level if they choose. Keeps the separate flavour, but still gives the warlock a little flexibility.
The issue is that spell points are strictly better than any caster in the game.

A 7th level caster has 38 spell points. A 4th level spell costs 6. Meaning they can cast six fourth level spells with (6x6) plus have two left over for mage armor and a shield. That's on par with a 7th level warlock going nova and resting twice, or better than a sorcerer can do with Font of Magic.

Cool. Good thing you can still spec into Strength or Dex if you want to design that way. Me? I like magic warriors as an option and I will enjoy using magic to bolster that ability, rather than be forced to be MAD.
Gishes being MAD is a feature, not a bug. Rather than having their cake and eating it, they should actually have to make decisions about what to build into. Which is why paladins and rangers use STR or DEX to fight with.
 


Over all I enjoy the changes to the warlocks however I think they need more incantations. If they started at level 2 with 2 then got one more at every even level they would get their 3rd and all subsequent one a level earlier and end up getting a total of 11 by level 20. This would allow you to get a 3rd level spell at fifth level and then a 4th level spell at 8th without any change in the number of incantations your would usually have.

Sorry, I meant they’d only get enough pints to cast the usual 2 maxed. So, 12 points at 7th, not 38. Should have clarified that (but it’s been awhile since I looked at it).
 


so that is the price of failing a save. That's like arguing "I should be at full hp still I only failed 1 dex save"
Until you failed a concentration check, which as a hex blade I got to make plenty of…:)

Or until your first failed Con save...
To be fair to y'all, you could upcast Hex at the start of the day, kill a rat, then short rest to get full spell slots back while having Hex running in the background, then go dungeon delving. So its kind of there?

The real solution should be just flat out make Hex non-Concentration. Or an ability to always succeed on concentration spells. Then it'd work as I think the designers intended.

I never pulled the bag of rats cheese... but I have hexed round 1 of the day and still had it running when we took our long rest hours and many short rests later.
