Good point about the miss off two-target powers being (usually) correctable with Heroic Effort.

Also, I remembered something else about Biting Swarm -- at low levels, my opening move was often to Biting Swarm one of two adjacent enemies. If I missed the target I would Inevitable Shot into Biting Swarm on the other enemy. So almost no matter what both enemies were getting debuffed.
