Torch as a weapon

So what would a torch do if used as a weapon?
It's basically an improvised flaming club.
For being an improvised weapon it would get -1 to attack and damage rolls.
Because it's flaming at least some of its damage should be fire damage. I'd say that 1d3 fire damage, should be about correct (1 point seems bit too little).
The clubs 1d6 seems bit too much, so I would downscale it to 1d4.
So I end up with a weapon that does 1d4-1 plus 1d3 fire damage, with a -1 to attack rolls.
Any other ideas?

A wooden torch is about 1/3 the size of a club. (Check their weights).

I would have it do 1/3 the damage of a club, or 1d2.
Give it +1d3 fire damage.

No attack penalty, but give it a chance of breaking whenever you hit (because it's not as sturdy, and it's the flaming end is more fragile than the end of a normal club.) Maybe it automatically breaks on a crit or something.

Give it a minor chance of setting someone on fire if they are wearing flammable clothing. A DC 12 reflex save or something.

People in metal armor would be harder to set alight, people in padded or hide armor would be easier.

If you want a

We just say it does 1d4 and +1 fire damage. It's similar to a club, but not designed for war. Seeing as you are only brushing your opponent with a small fire for a second, it shouldn't do all that much fire damage.

I would also make it an Exotic Weapon for the proficiency.

How about considering a TOUCH attack with it instead of a regular attack? With a specific rule that you can choose between a regular attack for full damage and a touch attack (easier to hit) for only the Fire damage?

Why exotic? I might make it a -2 or -4 to hit penalty because it's not specifically designed for war, but it's still pretty much a flaming club. It doesn't take a whole lot of skill to attack with a club (it's a simple weapon).
