I think so. He's on higher ground, that gives him a bonus (or you a penalty, I'm not sure right now, but in the end, it's the same: The chances of you hitting that guy is decreased.)

There's no bonus to AC for being on higher ground. There's only a +1 to hit in melee if attacking from higher ground.

It's a reasonable house rule, however.

Not if the rider has mounted combat and a good Ride skill. Then it will likely be harder, much harder.

To the original question, it may be harder to touch the rider if the rider is using the horse as cover. If he's not using the horse as cover then it doesn't change his AC.

Not particularly, no. You don't have nearly the same level of mobility when you're in the saddle as you do when you're standing on your own two feet. Just reach out and touch a leg or a hip and tada- touch attack successful.
