true strike and power attack

Can a fighter/wizard combine the "power attack" feat and true strike using some of the +20 modifier to count as damage modifier points.

Nope, you can only take a penalty maximum of your BAB. So if you've a BAB of +6/+1, you can power attack at =6 maximum for +6 damage, although the insight bonus from Truestrike will help you hit.

Which would be "some" of the +20 bonus.

It's an oft-used tactic, especially for smackdowns.

You're not using "some" of the +20 in fact you're not using ANY of it. You give up some of your BAB. That's why it's limited to your BAB.

Actually, you don't give up any BAB either, or a 6th level fighter using Power Attack would only get one attack with a full attack action, where he actually gets two.

You receive your full BAB. You receive your full +20 True Strike bonus. You receive your Strength bonus, and your Weapon Focus bonus. You also subtract a number of your choice, which cannot exceed your BAB, from all your attack rolls.

If you choose to view this as "cancelling out" or "using up" your True Strike bonus, that's entirely up to you. But it's really completely separate.

Yep.
With a +6 BAB you could use all +6 to damage for a power attack regardless of True Strike,
but True Strike sure would help you hit them. :)

Too bad True Strike only helps with the first attack, not with the second. But you will probably dish out a lot more damage... Really good for high AC monsters with DR and you forgot that demonslayer weapon in the kitchen...

True Strike works well if you have a "one-attack only" feature that adds mucho damage, like the Smiting ability of Paladins and some clerics. Especially if you are also charging with a lance while mounted, if you have the Spirited Charge feat...well, you get the idea. :) Basically, it guarantees a hit, and thus you can use all the features that say "if you hit on this attack, multiply this damage, add that damage, etc."
