Technically yes, but you'd weaken your self significantly, as the casting doesn't stack. They are considered to be two parallel magics, one of which doesn't care if it drains the land and one of which works with the land and exhausts the user instead, but I suppose it would be possible to take both, perhaps a reformed Dragonlord who got rid of her taint and wanted to love Arris.
