Typo or deliberate?

Crown of Stars:
Cha v Ref Att
Dam = 2d12+Stat mod
Arcane, Implement, Radiant, Range 10
Sustain Minor: Cha vs Will against any target in range. On a hit, deal radiant damage equal to Cha mod.

Is "vs Ref" in the initial attack a typo? If so what is correct?

Is "vs Will" in the sustained attack a typo? If not, why the switch?

Vs. Ref is because the attack is physical.
Vs. Will is because they've already been hit, now they're trying to shrug it off.

Its a radiant attack, I don't see how its "physical."
Vs. Will is because they've already been hit, now they're trying to shrug it off.
I don't think so. Its a single target power, initially, but the secondary attacks can be used against "any target in range," not only the one that's already been hit. Or missed.

Otherwise, they'd have said "Cha vs Will against the target you hit with the initial attack."

What does the flavor text say? It's usually a pretty good indicator of what a power is meant to represent.

Judging from the mechanics, I'd expect it to be about 'crowning' an enemy, and the crown then demoralizing or terrifying that enemies' allies.

"Flaring points of star-bright light encircle your head. With each gesture, a painful point of blue-white light leaps away in a halo of choking smoke toward one foe."

The flavor text supports both Will and Reflex defenses. Reflex as a ray-attack, and Will to control your choking impulse.

Is there a particular problem with leaving it as written? Primary attack against reflex, subsequent ones against will?

Besides it not making sense?

Overall, no, though I'd much rather it was vs Will than anything else, since I retrained to it from Dread Star, a Radiant attack which attacks Will. Mechanically & fluffwise it's quite similar. It, too, launches a pulse of light from your forehead. It has a rider effect. But it's a pure vs Will power.

All things considered, it seems like it makes more sense the other way around: vs Will first (like Dread Star) for the bolt with the rider effect, then vs Ref for the lesser, secondary bolts.

Reflex as a ray-attack, and Will to control your choking impulse.

I could see that as a power that had a "Ray-burns-then-smoke-chokes" primary attack and rider effect structure, but Crown of Star's rider effect is Blinding of a Bloodied foe which, RAW, only happens to the victim of the primary strike. The smoke is pure flavor.*

I would guess it's deliberate.

Having a power attack a different defense when sustained is cool; it lets you Reflex-hit the clumsy mage and then Will-blast his dumb brute lackeys.
