Underwater Ranged Weapon Use Question?

How do you figure ranged weapon use underwater? I have seen conflicting rules.

One says a -2 per 5 feet of distance traveled.

Another says -4 for all attacks and damage.

Another says they work normal but at half the range.


Which of these (or some alternative) is best?

What about thrown weapons?

Check my web link in my signature file for suggested underwater rules from Skip Williams. He suggested:

Ranged Attacks Underwater: Thrown weapons are ineffective underwater, even when launched from land. Other ranged weapons suffer a –2 attack penalty for each 5 feet of water they pass through, in addition to the normal penalties for range.

Of course, penalties for slashing and blunt weapons don't apply since the arrows (or whatever) are piercing weapons. They would apply, though, to boulders launched by catapult or similar items.
