Hmm, I suggest Clive Barker's Weaveworld for inspiration on this (at least the fey part). It's a great book, too.

That and the first trade of the Authority has a post-apocalyptic late nineteenth/early twentieth century British Empire ruled by xenophobic and genocidal fey, good for images and background ideas. Good Stuff.
