Virtual Feats?

Can somebody explain what is meant by virtual feats? It's come up quite a bit in ranger discussions and I'm not sure what the problem is.

A Vertual feat is granted by class abilities and is only there under certain cercumstances.

Such as when a ranger wears no or light armor.

It is noteworthy that a virtual feat can be used to fulfill the requirement for another feat or for a PrC - so a ranger can take improved two weapons fighting, for example. However, if the virtual feat is disabled, everything that has it as requirement is disabled as well - so the ranger would be unable to use ITWF while wearing a heavy armor, even though ITWF itself doesn't require light armor.

Well sometimes all feats are virtual. Lose intellgence below 13 lose expertise. So I don't have a big problem as some seem to do.
