Minor wands like Burning hands 750 gp

How many damage dice.. 1d4 or 5d4?

Aren't wand spells performed at a caster level or 6?

By default, 1d4; caster level 1.
Unless the maker specifies, the wand is created at the minimum caster level to cast the spell.

However the maker can increase the caster level of the wand at the creation time. Table 8-7 in the DMG has a couple good examples with the differing costs of Magic Missile wands of various caster levels (and other spells, looking at the table).

1st and 2nd edition used a default of level 6 for all wands.

if by a wand of healing you mean a wand with a cure * wounds spell in it then only a cleric, druid, paladin, or bard can use it. It must be on their spell list. Wands are, after all, spell completion items.

There are no wands of the Heal spell. It is too high a level.

... and the character can use the wand even if he doesn't have an effective caster level yet. For example, a 1st level Ranger can use a Sleep wand.

rogues to can use it so long as they make their UMD roll. our rogue has a 50/50 shot of it working and the DM ruled that it uses a charge reguardless of success or failure

I do the same, actually.

I also allow people to attempt blind activation of wands:

"Okay, so Detect Magic says it's a Faint aura of Conjuration(Healing). Could be Cure Light, Cure Moderate, or Cure Serious Wounds... I try the Spell Trigger Activation for Cure Light Wounds to heal Bob."

"Nothing happens. One charge spent."

"Cure Moderate?"

"Nothing happens. One charge spent."

"Cure Serious?"

"Bob looks better! One charge spent."

Do you actually think that's the way it's supposed to work?

Because I have trouble seeing how you used up a charge if you didn't actually activate an item. If you failed to activate it, then you are no different any other non-spell user trying to activate it.

Although I do think odd things can happen if you miss it by 10 or more. (I.e. spending a charge and having magical mishap occur.)
