As was mentioned upthread, if no PCs are involved, it doesn't matter too much, anyway.

And if PCs are involved, chances are they aren't taking hundreds of attack rolls at once, anyway.

What I did for my Mutants & Masterminds game when it involved 120 minions was just to split the minions up into groups of 20. Each group of 20 involved a whole gamut of rolls, from 1-20, then modified appropriately. As each minion was wiped out of the group, I would shave the lowest number, then the highest - so the range would go from 2-20, 2-19, and so on.

This would require some work depending on the battle (it works easy enough when you have 20 guys all aiming at just 1 guy, not necessarily as well when 20 guys are aiming at 5 targets or 20), but it sped things along well enough.
