warlocks and max/quick sp-like ability

In the description of a warlock, it states that their eldritch blast is a spell-like ability with a caster level of 1/2 your current level rounded down. In the PHB II, it lists as suggested feats for a "blaster"-type warlock Maximized Spell-Like Ability and Quicken Spell-Like Ability. However, these feats can only be taken on spell-like abilities that are "1/2 your caster level -2" and "-4," respectively. Is the PHB II just flat out wrong (it does have a typo in the same column where it lists Point Blank Shot twice - WotC does have some awful copy editors) about this feat, or am I understanding how this feat works incorrectly, or would it be possible to voluntarily lower the caster level of this ability in order take advantage of the feat, or is there something else I haven't thought of here?

It's been errataed. Caster level is 1st for a pure eldritch blast (or the level of the blast shape/eldritch essence, whatever is highest).

Thank you so much for that incredibly quick and absolutely complete answer! Yay Thanee! :)
Aside from the fact that, in both question and answer, it's spell level that's at issue, not caster level (but substitute the terms, and Thanee's answer is still correct).
