I can see the use for this ability, but I'm nonplussed about spending an entire at will slot on it.

Its use would be for situations where one ally is doing significantly more damage to a particular enemy than the warlord. For example, Cascade of Light inflicts Vulnerability on the opponent to the attacks of the Cleric who casts it. Once that's happened, the party might be better off with the Cleric getting extra hits in rather than the Warlord.

Or maybe the party's fighting an Ice based monster with Vulnerability Fire 5, and one PC (not the Warlord) has a flaming sword.

I can see finding uses for this ability, but... I guess I covet my at will slots too much to want to use it myself.

One use I see for this ability is as a synergy with the rogue. The warlord sets himself up to be flanking with the rogue and delays his action until after he attacks. If the rogue hits with his one sneak attack/round, the warlord just uses some other at will, but if the rogue misses his attack and so still has his sneak damage available the warlord can give him another chance.

This is a really nice ability.

A warlord shouldn't have the strongest melee attack in the group in most situations, which is great if you have a buffed character, or a target that reacts to "Once per round per attacker," AND they get to add +Int to damage.

Edited: To prevent the continuation of my error.

Why not just have 4-5 more fighters with axes?

Actually you just need one higher level character and several 1st level Warlord henchman that tell him to swing his axe time and time again each round. The perfect way to solo adventure! :)

Pinotage

As a side-note, it's almost possible to build an Elf Warlord from the published excerpts and have it be completely faithful to the rules as written in the PHB.

We can handwave the stat generation since we can assume dice-rolling will be valid. The big crutch is equipment.

At-Will +Int to basic melee attacks on a likely high-int character? Yes please.
From the powers excerpt:

Target

If a power directly affects one or more creatures or objects, it has a “Target” or “Targets” entry.

When a power’s target entry specifies that it affects you and one or more of your allies, then you can take advantage of the power’s effect along with your teammates. Otherwise, “ally” or “allies” does not include you, and both terms assume willing targets. “Enemy” or “enemies” means a creature or creatures that aren’t your allies (whether those creatures are hostile toward you or not). “Creature” or “creatures” means allies and enemies both, as well as you.
