Sure, if you consider "dead" to mean "no longer supported by the original publisher". But I wouldn't call it dead, given the number of players it has.
Also, please don't feed the fire.
It still has players, and is probably the #2 roleplaying system at this time, but the game is in decline right now and for the forseeable future. What is (mostly) dead is the hope that 3E will triumph over 4E. That hope now lies with the OGL.
