I'm neutral on 1 min/level spells, with a leaning towards them being good, for the following reasons...

1) To keep people from whining. If you remove 1 min/lvl spells, you're going to leave a gap. There will be spells that last for "many seconds", and spells that tend ot last for an hour or more, and nothing inbetween. People wil look at that and wonder, "Why on Earth is there nothing in the mddle? That doesn't make sense!"

Now, making sense isn't the primary purpose of a game magic system, but people will still whine and gripe.

2) Monte looks at 1 min/lvl spells, and sees them lasting for the combat, and some time after. I look at them and see a spell that'll last for the combat, and for some time before. I guess perhaps Monte forgot that frequently, PCs take some time to get into position, to sneak around, and to explore.

Simply put,t here are times when you an effect for longer than 30 seconds, but you don't need it for an hour. Sure, you could use the hour-long spell, but since it's longer, it's taking up a higher level spell slot. Essentially, removing 1 min/lvl spells will make people pay through the nose for preparation. Which I'm pretty sure isn't a nice thing, design-wise.

It is not +1 to +2, by the way.

It is +2.

Monte already revealed that the bonuses are now a fixed +4.
So in that way the spells are BETTER than before.

I like the way it works in d20 Modern better (1 minute/level, but fixed +5, and the ability raised is chosen when the spell is cast).

At a fixed +4 and six separate spells, IMHO 10 minutes/level would be a better duration.

Wounded Soldier: How far to camp Sarge?

Sarge: You hang in there, buddy. I hope it's closer than a few minutes away cause I'm losing my strength...

If you have players that are so rambunctious that they need to get the most out of each and every spell, then perhaps they feel as though the adventures purposefully stretch them out to expend their abilities. Their actions are of course a logical choice, as the PCs may as well find any other challenges that are around while they are on the temporary steroids.

Instead of having close battles I would separate encounters more. Besides if the next room just has more critters, why didn't those critters hear what was going on? Battle is a loud thing, and IMC once a lair has been assaulted, the rest of the inhabitants become aware of what is happening. PCs can blaze forward while enhanced, but sometimes throwing a well placed trap can deter overly aggressive players that want to take advantage of every second of every spell or potion.

Yup. And that was your option as a DM to deal with a situation in your own game...but not anymore. Now, it is not your choice because some perceived a problem in some games and decided to change the rules. The option has been removed. That choice no longer rests with you as a DM, and indeed has been removed from your players if you had encounters near one another. The books are off to print and it is highly unlikely that the decision would be reversed as errata.

Wounded Soldier: Crap, remind me to get a real sarge next battle. If Chaplain Miracle gets wasted, you're useless.

I fail to see how I lost any choice through this ruling - nothing and nobody hinders me to house-rule the spells back, should I want to. Instead of forcing some people to house-rule the spells or tailor the encounters/dungeon the ball is now in the court of some other people.
