Yeah most of the time they will take an 18, but not always, especially in the case of characters without a clearly defined primary stat as you mentioned.

With characters such as Paladins and Monks, i'll often let the character choose which stat they want to be considered "primary" (or if I am feeling particularly generous, let them consider multiple stats primary when playing such a class).

It's not such a big deal when the points to allocate are reasonably low (eg 22 or 24), because even then getting your primary stat up to 18 costs you 10 points, which almost halves your points.

On occasion someone will make a very scewed character, eg Fighter with 18 Str and 18 Con and very little else, but they usually discover that I like to incorporate seemingly "less important" stats more than some DM's would. Chars with low int or char often find themselves in sticky situations because of that.
 

One time we made up characters - we were using 3d6 in order - I deliberately left the room. Sure enough when I returned all manner of supermen were presented to me but then I informed everyone that they had to invert their scores.

ROFLMAO... Thats a classic... I'll have to remember that one :)
