Eh, I don't mind the pre-req. As people have pointed out, it keeps rogues a little behind the curve early on which isn't a bad thing as they have a lot going for them early on. It also encourages str-builds, and plays nice with multiclassing. I do like the idea that its automatic though - after all strong people dont usually use Rapiers and Daggers anyway...

Maybe a rule something like drawing a weapon (which you can do do as a free action combined with a move, if you have a BAB +1).

"If you have a base attack bonus of +1 or higher, you may use your Dexterity modifier instead of your Strength modifier on attack rolls with light weapons, rapiers, whips, and spiked chains made for creatures of your size category. If you carry a shield, its armor check penalty applies to your attack rolls."

Seems like a fine house rule to me ;)

I've been doing that for quite some time now.

I did something similar with power attack:

Power Attack became a general ability - everyone could decrease his AB to hit hard. 1/1 for two-handed weapons, 1/2 for one-handed ones, 1/4 for light ones. The Power Attack feat halves the penalties you have to take (so you get the normal 2/1 for 2h, 1/1 for 1h, and you can use it at half strength with light weapons).

I have a similar thing for ranged weapons (called Called Shot)
