I think there are two "sweet spots" in 5E.
The first one is 3rd-6th level, when subclasses are chosen and the definitive class features come online, but the game hasn't really bogged down too much with feats, multiclassing, and other optional rules. They've probably found a few magic items but they haven't filled all of their attunement slots yet, and the exploration tier really opens up.
The second one is around 17th-20th level, when the characters are at the peak of their builds. Attunement slots are a tightly-managed resource, and the choice of magic item to attune can make the difference between a successful mission or a disaster. The DM can finally unleash the epic monsters, magic items, and plot hooks that they have waited years to use.
But the first 2 levels, and levels 7 thru 16, feel a bit sluggish to me. YMMV, of course.
