When do you choose your target(s)?

Given this point, how can any argument that isn't "allowing this causes serious problems in the game" matter? RAW and RAI don't really matter: if it's more fun to allow it, why would any DM disallow it?

To be more precise, it is less not fun.

I don't think anyone is chomping at the bit to target and fire, target and fire. This is not a fun feature. Instead, it's a matter of not annoying the player.

Order of the power resolution pits declaring 'one or two targets' before the actual attacks. Which means before you -can- make the first attack, you have to decide if the attack has one or two targets.

If you decide it has one target, you can't attack another target. If you decide it has two, you have to distribute the attacks between your targets. So, with Twin Strike, you can't. Other powers have different numbers of targets and attacks, so they might allow more freedom.
 

PH2 appendix discusses resolution order for all powers. You declare the targets, then roll the attacks, by RAW/RAI. Effect make another attack and secondary attacks are how you get what you're looking for...

One good reason to do it this way is it makes action resolution much faster and requires more interesting tactical consideration.
