That's a Hazard.

With limited Visibility, a Car going significantly slower with no visual indicators is a very big threat.

Those Big trucks can't slow down that fast. They might swerve to miss him & smack somebody in the other lane.

I don't mind him driving slow (though he was driving a bit too slow).

I have issue with his decision to not bother putting his lights on (at his speed he should have had his Hazard Lights flashing as well).

A car with no lights going the same speed as the flow of traffic is not as big a Hazard as one going much slower than the flow.

Vraille, I'm with you on the idiot going slow w/out lights in poor visibility. I rear ended someone once under similiar circumstances because I didn't know the idiot was there until it was too late. Only in this case the moron had stopped and put the vehicle in park in the middle of the lane, and to be fair I should have been going slower given the conditions (though I had slowed some and was doing under the limit) though I doubt I would have seen them any sooner than half a vehicle length away.
I see more idiots and morons drifting across lanes because of cell phones, than is worth bothering to count. Soon as I'm away from such drivers, I wish them to crash and burn expeditiously so there'll be one less non-driver out there. I don't own a cell phone, and don't want one, going by the number of calls coming into or going out of my house I've almost no need of a phone at all.
