It definitely depends on what you're using, are they great weapon fighters? Archers? Polearm fighters? Do they have magical items? Give us some background please, another thing that you should ask yourself is what would make the better story.
 

The fighter probably does a bit more damage and the barbarian is probably a bit tougher, but they're in the same ballpark. However, at 11th level, the fighter pulls way ahead.

I think Barbarian is actually slightly ahead of Champion/EK fighters at 10. You're absolutely correct about level 11, though.
 

If we're just going ahead with assuming it's the average I would say that the barbarian is the stronger one at all levels up to 10. However, by level 11 you're going to become quickly outmatched by the fighter damage wise (but not tankiness wise) that is, until level 14 when you get free advantage on your next attack as well as giving your allies advantage. After that, they return to pretty evenly matched.
