This seems like a logical number. Any more and I'd start questioning MI6's effectiveness.

But then it wouldn't BE Bond, it would Insert <secret agent name here>, the franchise is called "Bond/007" not MI6. It's an uphill in the snow during a blizzard hard sell if you give some other agent the 007 number and make that agent the focus of the movie. Unlike other major franchises, that are easily branched out of this isn't one of them due to the fact that it's about BOND.

I do think that if you had all the other elements: British Intelligence, 007, M, SPECTRE, a fluffy white cat, you could sell it without anyone actually called James Bond, especially with that character killed off in the previous film. I mean, the title Bond: Legacy jumps to mind.
