D&D 5E Why are rogues not proficient with blow guns?

Here's a quick question for you: Why are rogues, the class most associated with sneaking around and poisoning people, not proficient with the blowgun? A weapon designed specifically for covertly injecting poison at range?

Weapons proficiencies are assigned at 1st level, before archetypes are chosen, and not all rogues will go on to be assassins or poisoners.

But ask your DM. Houseruling blowgun proficiency as an alternative to hand crossbow seems reasonable. Or, you could perhaps be allowed to spend downtime training in blowgun proficiency, if you can find a suitable teacher. It's not strictly within the rules because a blowgun is not a tool, but your DM can always bend the rules if it suits the story.
 

Because poisoning people in 5th edition is neither cost effective nor reliable for rogues attempting assassination.

Anyone who can die from just 1 hit of poison would probably not survive a sneak attack damage from the rogue with any other weapon.

But there's little harm of letting a rogue gain proficiency in it. But it's mostly useless outside of "ballroom assassinations".
