My take as a DM would be similar to some of the others mentioned here. I would make the players word the wish from their characters perpective (no metagaming and I would be as coniving as reasonably possible), but if worded correctly they could get a feat with a wish.

I wouldn't limit the number of feats possible to gain, though it would be like ability scores, 2 successive wishes for the 2nd feat, 3 for the third etc. I severely doubt the PCs will ever get even one wish IMC let alone multiple so this is not really a problem. The other limiting factor would be that the feat would be a psuedo bonus feat for their current character level, ie if they loose a level they loose the feat just like any other until they get the level restored.

I don't think it's overly harsh - it keeps characters from wishing their way into a PrC, or to the end of a long Feat Chain. If they need the Feat to get into a Class, or they want to get something like Whirlwind Attack, then they need to work for it (by leveling up) just like every other character.

They still have use of the Feat, just not the ability to use Wishes as shortcuts to greater powers.
 

I would let them wish for a feat, although they would have to qualify for it before hand. That way no wishing for the upper level feats without the lower ones first. I would also likely limit the number they could get, likely 2 or 3.

As a side note, what about wishing for better saves? Just like stats?
 


This came up a few months ago when someone noted a fairly big problem with wishing for feats.

The person noted that the creators of the epic level book had the intention of when you take an epic level you can have a choice of certain things: raise a stat by one point, gain extra skill points, increase Bab. Or you could choose two feats. Two. Since you need 20000xp to get a wizard from 20th to 21st he could instead get four feats with four wishes instead of taking the epic level.

But then again, they might change the two feat per epic level rule when the book comes out.

I would propose the following:

Make up the price of an item that would grant the feat that is wished for.
If the gold price of the item is less than 15.000 gp wishing for that feat is probably okay, if the gold price is greater than 15.000 gp, it is certainly not.
 

Several people have already pointed out a couple of key points. One is that the rules make this question a pure DM ruling. There is no right or wrong. Another is that, in a lot of campaigns, wishes are going to be very, very rare.

In my campaign, the PCs will be lucky if they get one wish in the entire campaign. I want it to be momentous, powerful, and worth the hell I'm going to put them through to get it. That said, stats, feats, saves, you-name-it, and it's fair game.

Three times a group of players had the possibility to free a big djinn from his evil master and three times they simply killed the djinn...

That's another way for players not to get wishes.
 

The problem with Wishing for feats is that it means that wizards never 'cap out', unlike other classes. A wizard who continue adventuring after hitting 20th level and is allowed to continue wishing for feats quickly turns ultra-powered rather than simply extremely powerful.

Worked Example:
IMC, the Regent of the Lyceum (a LE wizards' guild) is 800 years old (special method of immortality) and goes on an adventure roughly 2x per year. Assuming she gains roughly 5000Xp per adventure, having capped out at 20th level after the first few years (whilst she was a 'full-time' adventuress) means that she has roughly 1500 wishes. Having wished up stats etc. this means she has more than 1000+ feats to get. Tad powerful, no?

Oh, I don't know about that, Al. Your regent being over 800 years old because of a "special method of immortality" seems kind of powerful. I'm not picking on you. That just invited a slam. :)

You are right about the feats though. How many is too many? Well, how many stat bonuses can you wish for? Up to 5 per stat max. I allow 5 feats max with wish. No more, no less. Works well too.
