Exotic Weapons are considered Martial Weapons. Exotic Weapons are Balanced to Martial Weapons but only have Exotic Masteries. As usual, DM has control over availability but unless stated Exotic Weapons are considered rare and very rarely found magical.

Exotic Weapons are considered Martial or Simple Weapons depending on ease of use. Exotic Weapons are Balanced to Simple and Martial Weapons but only have Exotic Masteries. As usual, DM has control over availability but unless stated Exotic Weapons are considered rare and very rarely found magical.

Exotic Weapons as Superior Weapons
Exotic Weapons are a tier above Martial Weapons and require a feat to get proficiency. Exotic Weapons are better than Martial Weapons. Exotic Weapon may have standard Masteries. As usual, DM has control over availability but unless stated Exotic Weapons are considered rare and rarely found magical.
Exotic Weapons as Regional Weapons
Exotic Weapons are considered Martial Weapons but require downtime training to for proficiency. Exotic Weapons are Balanced to Martial Weapons and may have Exotic or Standard Masteries. As usual, DM has control over availability but unless stated Exotic Weapons are considered rare in most of the world but common among some regions or racial cultures.

No to all of it. Exotic weapons are not needed at all. The only weapons that should be considered to add to the PH are those that fill in a mechanically and narratively distinct function.

Boomerangs won't return if they hit someone. This isn't Zelda. They return if they keep their momentum and are able to fulfill their circular route. It's fine for a boomerang to be a martial bludgeoning weapon that returns to you if it misses the target or isn't otherwise hindered.

Chakrams don't return at all, despite people wanting them to because of Xena. Chakrams can be listed as a martial (maybe even simple, on par with a javelin) thrown slashing weapon with javelin-like range.

Khopeshs don't need a different entry. If you envision a smaller khopesh, it can be a scimitar. A larger khopesh can be a longsword.

In real life, Scythes are unfit to be used as weapons. But if we go pure fantasy, they are mechanically no better than a halberd or a glaive (which are identical martial, two-handed, slashing weapons with heavy and reach). Is it important to add scythes to give them a unique Weapon Mastery?

No to "jagged" weapons being something different. No to higher crit range as a Mastery.

Nets have been removed as weapons. Mancatchers fit that paradigm. They can be made as tools that allow you to grapple at range.

I can see adding a longer martial chain weapon as something unique, but it has to fit neatly into design and not try to do all the things (like trying to design it to be better for grappling, tripping, and disarming at reach, etc.) Give it a clear identity, pick one of the Masteries that fit, and it will be fine.

Stuff like that should be an item, the same as a net now is.
Possibly with an associated feat in a spat book.

Also, boomerangs only returns on a miss. Go ahead and throw one at a tree and see.

Prerequiste: Light and Thrown properties

When you make a ranged attack with this weapon, it returns to your hand after the hit or miss at the end of your attack if done within its normal range or at the end of your turn if done at its long range.

Exotic Weapons as Martial Weapons
The boomerang and chakram have Returning Mastery and deal 1d4 damage.

Exotic Weapons as Superior Weapons
The boomerang and chakram have Returning Mastery and deal 1d8 damage.
They require the Exotic Weapon Master feat to obtain proficiency.

I’d rather have a build-your-own-weapon system. Something like… Start with 1d8 damage of the type of your choice. You can increase the die step by one size by making it two-handed or martial (or two sizes by making it both). Each beneficial property decreases the die size by 1. Then choose a mastery for which it meets the prerequisites.

One day, I hope to actually play DnD.
personally i love the idea of exotic weapons, always in favour of giving more ways to customise your character from the crowd, i'd probably map each exotic weapon to a similar secondary weapon that you could also use the exotic weapon mastery with.
edit: make a fighting style that grants proficieny and weapon mastery on one exotic weapon, perfect, there's also already a feat that lets you take a fighting style
