D&D 5E Would You Allow This Spell?

I found a 3pp Sorc/Wizard Spell.

Level 3 soell
If you hit someone with a melee attack you can cast it as a reaction.

It deals 8d6 fire damage save for half.

Single targets fireball keyed off a melee attack.

Nastiest scenario I can think of is bonus action shadow blade, cast green flame blade have an attack then cast this spell.

That's slot if damage for a sorcerer.

Can't use this spell the same turn as a bonus action spell, because it isn't a cantrip with a casting time of 1 action. I also think it's just a little strong and would nerf it a bit; make it 4th level, or make it Sorc exclusive, or something like that. Otherwise fine, and probably not game breaking as is, I just think Wizards don't need the option of also being able to smite without having to invest anything more than a single spell known.

@Zardnaar Hellish Rebuke at 3rd level does 4d10 as a reaction but has a 60' range, this being melee only seems to be okay as long as there is a dex save for half damage.

PHB just says if a spell has been cast as a bonus action.

If you use a spell as a reaction eg shield or absorb elements you can cast whatever you like.

You can cast as a reaction, then cast a bonus action spell then cast a cantrip.

Even dumber you can cast as a reaction, then cast as an action then cast as a bonus action RAW.

If it keys off a melee attack I don't know that green flame blade would work because that's a melee spell attack, not a melee attack. Without the cantrip in I don't have an issue with it, even paired with SB, which is any full action spell. The synergy with multi attack classes is neat.

Shadow Blade is a bonus action spell. Therefore once you've cast it, you can't then cast this spell the same turn, as it isn't a cantrip with a casting time of one action.

Point I was thinking of something else.

I was thinking if you cast a spell and then go to cast a spell 1stvtgen a bonus action spell.
