Anyway, I'll throw in another vote for kobolds and goblins. Mongrelfolk also work well too. The PCs will almost universally underestimate them, making them nice surprise villains.

Also, dopplegangers make the best roleplaying villains. These guys can cause serious trouble for the PCs (e.g., framing them for crimes, alienating family and friends, etc.) without ever even getting into combat.

And my favorite villain was an assimar. Yes, that's right, an assimar. Whether you make an assimar villain evil or just misguided, the PCs will rarely expect to be betrayed by them. This race also works great if your players start showing a tendency to metagame ("oh, he's alright. He's an assimar!").

my favourites are Beholders. creepy, powerful, what can you say more. BTW pick up the beholders pdf from EN publishing, it's good.

I also like mind flayers, ogre mages, drow, gnolls, and giants

Well since you asked!

Who wouldn't love a Rat that can have legions of well bred, decent low level fighters? Or what about Daywalkers man? Jumping little buggers that spear their prey before anyone can react? Or better yet, Red Witches, especially the females. Some are so adept at illusion you might end up sleeping with a Ratperson. :)

Illithid: the real test tasters of brain food

Goblins: even a 1st level party feels good when they fighting them... but they just keep coming... and coming... and {urk!}

Weather: not a race, but combined with fatigue, an occassional fight and encumberance, the PCs might leave magic armor behind to escape the elements.

Dragons: of course. big and smart, whether evil or not, each is a force to be reckoned with. prefer the non-disposable kind that only show up when things are going down.

I'm partial to illithids (because they're like humans, only more capable), dragons (because they're like illithids, only orders of magnitude more capable), and demons (because I can look at human history and extrapolate things that are even worse. Did I mention I don't hold with the theory that humans are the evillest things ever?) Of course, this is all in a theoretical sense. The actual villains I've used are mostly vampires (again with the better-than-human thing).
 

Hobgoblins as a civilized, militant society, similar in some ways to the Assyrians or Nazi Germany or a combination of the worst aspects of both. I actually prefer a more neutral version of orcs, a la Warcraft. BTW, why is everyone color coding their villains in this thread? :D

I love fiends of all stripes, as mastermind villains. Same with undead. But exposure has to be limited, or the mystique wears off. These make poor workaday villains. For that, see hobgoblins. ;)

I also really like the Monsternomicon take on dragons. Yikes! But that made the big and scaly babies interesting to me again, at the very least.

Hobgoblins in the west, as feudal tribes striking against the Romanesque human Imperium

Gnolls in the east, stealthy hunters preying upon the the druidic human and elven cultures

Mind Flayers in the../mind trick on "you dont see any mind flayers here" /mind trick off..area, working behind the scenes to rule the multiverse!

and Yuant-ti, just slitering around every where it's warm doing icky things.
