So a 0 Tier fighter would require 1 victory to reach 1st Tier and 1st Tier would require 2 victories to reach 2nd Tier. Every lose would drop the fighter back one step away from reaching the next tier.
I like the open ended way you have set up. Though I do like the class like advancement as well.
