D&D 5E I'm trying to create a "Peter Pan" character. What's the best way to do it?

In my homebrew world of Darkmoor, which has lots of it still under construction, I am always looking to create various NPC's to populate it. Well I decided that I wanted to create Peter Pan, but I want to create a NPC/Villain that uses his shadow to assassinate people. I want to make him essentially one of the greatest and most infamous assassin around.

The part that really get's me stuck is class. I'm not sure if I want to make him a Rogue/Assassin, or maybe a Shadow Monk. I've been toying around with giving him "Dust of Flying" and have him fight with a dagger. I also want to give his shadow the same stats as well but not sure if I want to have both be able to attack at the same time, or leave it where only one can attack. For example, Pan's shadow could only be about 50ft from Pan, so while Pan would need to be close, he could still talk and drink and mingle while his shadow goes to work.

Not sure where to go from here.

To make a Peter Pan-esque assassin... I'd personally go path of least resistance myself. So I'd probably use the Assassin NPC in Appendix B of the Monster Manual... and for Pan's shadow I'd use the same stats as the Assassin but layer on the Vulnerabilities, Resistances, Immunities, Senses, Traits and Actions of the Shadow (monster) on top of it as though the Shadow was a template. I'd then also just give the Assassin and the Shadow a flying speed because I can give them whatever abilities I want as the DM without needing to justify it. ;)

Sounds good to me. I just don't want to make him too powerful if he ends up facing the PC's.

What I did in 4e was stat him (well, his name was Piero) up as an Elite Skirmisher (leader).

You actually can do the same sort of thing in 5e. NPCs don't need to use character classes, you can just give them the abilities you think they should have - including a fly speed, if it's called for - and use a monster stat block like the ones in the free pdfs.

A player would have a heck of a time building to the concept, but for a DM, it's pretty easy.
