Bastion can maintain the walls of your city with Clockwork Cavalcade, making it the most difficult fortress to defeat. With a lot of SP avaiable.
 


I actually like the idea of a serial killer that goes after wizards. World domination is pretty much out of reach for any single character, even if they are 20th level, because eventually they will have to actually govern and if you make too many enemies along the way, a resistance is going to form and then you will have to deal with asymmetric warfare and such. Besides, your charcater write up indicates he probably does not have a good grasp of economics or how bureaucracy works. A clever serial killer on the other hand can operate under the radar for years or even decades, especially if he sticks to low profile, low to medium powered wizards.

True. The problem is that at INT 10 he's eventually going to commit an error of judgment and go after someone high-level, and he's going to become something like a blast shadow.

Sorry to inform you, but, the Bastion is more efficient than any Wizard.

Investigation, Arcana, Nature, History, Religion checks?

The Bastion casts Skill Empowerment With Trance of Order, advantage, Magical Guidance and Guidance spell (MMD cantrip) is the best about anything.
It's 22~32+1d4 skill check.
It doesn't matter which skill you choose.

Also, MMD Simulacrum has better Mental Stats than the Wizard. MMD is a great advisor.

Efficient yes, but the problem is if high profile, powerful wizards start turning up dead, you will no longer be facing them one at a time, and choosing your own circumstance of engagement, you will be facing multiples of them, who are smarter than you. Once word got around that someone is killing wizards, the low level ones will go to ground restricting your prey, and the high level ones will start setting traps for you. Could you take 5 or 6 wizards who carefully prepared for your arrival? Because we can play this out on Roll20, I am sure it would not go the way you think it would. Nope, best to keep a low profile and hunt low level wizards.

The Bastion is smarter than any Wizard and infinitely more manipulative than any Wizard. It is easier for the Sorcerer to create a fight between Wizards than for them to unite
against Bastion.
And again, The Bastion assassinations are subtle and silent. The Wizards are screwed.
