While reprinted, these races have all been updated to the current standard used by WotC for D&D races used in Tasha's Cauldron of Everything, including a free choice of ability score increases (increase one by 2 points and another by 1 point; or increase three by 1 point), and small races not suffering a movement speed penalty.

The video below from Nerd Immersion delves into the races in more detail.

But they do get other new powers: Deep Gnomes, for example include the SCAG Geat into the base Race. The rewritten Raves and the original Raves can play together at the table, it's not incompatible.
I don’t see anyone arguing that anything is incompatible. It’s the lack of consistency in presentation that’s the issue.

They’re experimenting with non-core options, giving them cool new stuff, while leaving the core game unchanged. A lot of it now looks old and tired in many respects.

go bak to the early 2000's and that is what they said about 3.0 and 3.5... notice what happened.
I was there: indeed, I started playing in that transition, and we played with people having both books most of the way through College. This isn't the same, because it isn't a break. Players can bring these options to the table along with 2014 Core PHb characters without any rules issues.

Demanding everything be "innovative" and constantly complaining about existing content is just as much of a bludgeon. We could all stand to be more understanding of people who don't agree with us.
we can have our cake and eat it too... remember back during the playtest WotC promised dials and gages to adjust... you want more gritty do this you want more high action do that, you want more 4e flavor use this you want more 2e flavor do that....

what (other then the .5 lable) made this or that more or less a break?

They delivered that to an extent, though not enough to please absolutely everyone. What they did deliver on was a modular system, so different subsystems can be urged in via Adventure books, or through supplements like this, without causing rules hinks.
