I don't think that is how this will work.
I'm thinking it's just gathering names for a class action suit.
There's going to be no rules or system in their license. I guess it's just a statement like "hey, we all think we can publish game mechanics."

After reading Paizos post about it. They will not own the license. Still trying to wrap my head how that will work. Can a license not have an owner?

The license will at first be owned/controlled by a law firm used by several RPG companies in the Seattle area (where the lawyer who wrote the OGL works), and ideally transferred to some non-profit foundation with experience in this sort of thing.

A non-profit runs the Linux open license deal.
