A D20 is a poor base when you want any consistency of result. News at 11. Same applies to any big linear die roll.
That depends on what you add to the d20, or what you compare it to. If typical values are in the 0 to +15 range, like in 5e, yeah the d20 is a very strong determinant of the final result. If typical values are 0 to +50, the d20 matters a lot less.

I could swear someone put up the numbers within the past year and 3d6 + x worked surprisingly similar to d20 + 2x. (Assuming my memory isn't messing with me).
 



If only there were webpages full of hot dog eating contest records so we could see if there was seemingly any connection or not. But why bother checking when we can take your word for it.
