2d20 isn't terribly crunchy, at least not in the STA, JCOM, nor DUNE versions. It's not quite to the storygame end of the spectrum, either. Those three flavors? JCOM is probably the deadliest, tho' I've only run the other two (and read 3 other flavors as well)... that said, it's as cinematic in approach as SWADE. Potential for super highs and rapid crash to major lows. Not as often as Savage Worlds, but still.I love SWADE but I don't think it is a good fit for Elder Scrolls. I would want something definitely crunchier. But I agree about the not-5E part. Maybe if not 2d20 it would be a good candidate for AGE or even BRP?
In all seriousness, any solid moderns game can handle PoI just fine. At least through season 3. (I quit watching after s3. )Person of Interest would be another goody, Agents assigned missions by The Machine
