I think the myth was that Scythians blinded their slaves, not cynics, to control them - it’s probably just a myth about how the Greeks considered them to be savages.

It is interesting since we’re in the classical mode that cynicism (“like a dog”) as a philosophy actually meant rejecting social norms and goals of seeking wealth or fame and living a virtuous life by living simply and virtuously, so these days it would mean something more like non-conformist or anti-capitalist. Which is actually pretty Federation but of course the Federation has its own stifling social conventions.
