    Dwarven Weapon Training and magic weapon bonuses apply to anything that requires you to roll a die to determine weapon damage. The secondary damage from Cleave doesn't require you to roll so those bonuses don't apply. Rain of Steel says you do 1[W] to enemies, which is a roll of the die, so...

    Half-orc racial powers

    Does any other race have what are essentially two encounter powers like that? They both seem like good racial abilities but I can't think of any other race that has something similar. Perhaps 'Half-Orc Resilience' is a feature more than a power since it's not used actively.

    It's a good chunk of damage for an at will and knocked prone is nice, but for the middle of the paragon tier I don't feel like it's too terribly overpowered.

    I think the reasoning is that they want healers to heal (obviously) but given the relative ease with which players can heal on their own, between Second Wind during an encounter and simply burning healing surges out of an encounter, a healing class shouldn't exist completely parallel to that...

    Doesn't the axe also give +1 damage? According the "PHB Lite" there are weapons that give +3 to hit ('accurate'), +2 to hit ('regular') and +1 to hit/+1 to damage ('inaccurate').
