My view on the shifting of the timeline regarding Belinda is that she was a single mother to start with and something happened before the start of season two that shifted the timeline and took that away and turned her into what we saw at the start of the season. And the end of the season re-asserted the original timeline for her and reversed Poppy being erased from existence.

As a counter, reshoots and pick-ups happen all the time, even very late in the game, so that could have been a combination of the usual needs and the restructuring we're talking about.

In Robot Revolution, is Bel living with flatmates? That's what I remember.
Yeah, Belinda was living with flatmates. Their cat got killed by the robots.

And I forgot the strongest piece of evidence that Ruby was meant to take Belinda's place in the Poppy storyline: It's from Space Babies.

In it when Ruby and The Doctor are talking to Captain Poppy Poppy thinks they're her mother and father. The Doctor says that's not the case, but he wishes they were her parents. He specifically uses the word "wish." So in Conrad's World them being married and having Poppy as their baby would have made sense.

Also there's a fan theory that Ruby was originally going to turn out to be the wishing baby and the reason the memory of her being abandoned changed was because a bootstrap paradox would result in Ruby leaving her depowered baby self where she was found. I think there's some merit to it.
 

So... what's up with both Millie Gibson and Ncuti Gatwa leaving ahead of schedule? I can see why Gatwa did (gotta strike while the iron is hot, and it won't do to sit on your hands for a year or two waiting for Disney and the BBC to make up their minds), but I'm assuming RTD wouldn't come up with a two-season arc around Ruby Sunday without at least having some commitment from the actress so... why did she leave?

Edit: Some light rumor-checking on Google shows that it was likely because Gibson had issues with the pace on the show, particularly the amount of night shoots, and thus got a lighter role in S2.

The shooting and promo junket has been reported as pretty brutal by more than a few cast members. It was rumored that's where a lot of the tension with Eccleston even stemmed from (Fast-paced night shoots).
Yeah, and there were similar things mentioned of later seasons, so it probably hasn't got any better.

It's been like that ever since the start of "new Who", which was certainly not built around streaming models. More just the constraints of wringing every bit of value out of their budget, which wouldn't stretch to a longer production schedule.

A streaming style shoot schedule is pretty much what was described; frenetic, far too long for what would be considered a normal day, skirting if not outright crossing legal/union boundaries, and incredibly taxing on both the cast and crew. Netflix, in particular, is famous for this sort of thing and burn people quite regularly. My question is an honest one. Given the season release schedule for Who it strikes me as odd, because they don't really seem to need that sort of schedule.

We don't know the answer to your question because the premise of your question appears to be something you know more about than us.

I don't know what a streaming schedule is (which streamer?), nor do I know what sort of schedule the BBC seems to need. There's a million reasons around shooting schedules, including the availability of individual actors, budget windows, location availability, shoot complexity, how close the deadlines are, taxes, regulations, set building and teardown, even the weather!
