Hehehehe...Did they increase the XP but forget to increase the XP requirement or is the actual intention to be WOW starter zone leveling where you run out 50 feet from your spawn point, kill a few beasties then suddenly >>>>>whoosh>>>> LEVEL 2!

Ok, thanks for that clarification. So a CR of 1/4 means it takes 4 of that monster to create a moderate challenge for a party of four 1st level adventurers. So a CR of 1 would be a moderate challenge for a party of four 1st level adventurers...Challenge rating is based on a party of that level. So, a 1st level PC party should have a fair fight against 2 hobgoblins.
Well, "fair" probably isn't right. "Dangerous, but not lethal" is more like it.
What if the CR is 7? What does that mean?
