But isn't that what a subclass is supposed to do? It seems like the developers intended for the base class to give your character variety and options--combat styles, spell slots, terrain options, etc.--and the subclass is then supposed to give a layer of specialization or focus.

(I'm not a dev, so I could be entirely wrong...but that's sort of the feel I get from looking back over all of the subclasses and subclass UA playtests.)
For me, all the subclass needs is to, like certain other subclasses, have a choice of 2-3 options when using the special ability of the subclass. Shepard Druids have a choice of 3 Totems, for instance.

Give the Primal Guardian 3 forms to choose from, that serve different purposes, and it’s golden.

Tree form for defending a broad space, with reach and a zone of difficult terrain for enemies but not allies

Animalistic beefy form for swift punishment of enemies who attack your allies

Maybe a spirit or more strongly Fey form, with a teleport ability to interpose yourself and tank attacks against your allies?
 

Lol..read that as increases by 5 ft. Yeah.. that's a solid downside. So is the loop to pop in and out of tree form during the fight? Or is the extra reach enough to make it manageable just to hang out as a tree?
Yeah it's a bonus action to transform so you'd be able to pop in and out pretty easy. You can probably engage with a foe, transform and stay that way until that foe is dealt with, and then if you need to move to engage a new foe, transform back.

isnt that what the Conjure Animal and the Insect spells are for?- You're a tree with pets defending a 30 ft area of deep woods.
