In my games I run, Good necromancers refrain from casting such magic unless its absolutely necessary (and many dont cast it at all). If they start to use it with any regularity (or trivially) I'll change their alignment on the spot (after a warning that the magic they are using is dark, sinister and evil and it makes them feel 'cold and empty inside as the dark magic corrupts your soul' or similar fluff text).

If they do it frequently, Ill change it to evil.

Not that it matters. I have no issue with evil PCs. Why are you getting your knickers in a knot here?

Only the player determines if his PC is evil or good. The player choses the alignment. There is no rule allowing the DM to adjust it.

Which doesn't really matter. I don't care if you have LG written on your sheet, if you're running around hacking down old ladies and setting fire to orphanages, everything in the game that knows about it is going to perceive you as evil. At that point you can have twinkle toes written down and it will matter just as much as the LG.

Point me also to the rule that says I cant (as DM) have rocks fall from the sky, turn everyone into the game world into pink fluffy cats, reverse gravity, have magic stop working, or... have animating the dead with necromancy be suddenly Goodly and nice stuff to do.

Im the DM. If you're acting evil, you're evil. Full stop. Your PC is probably unaware of this fact (and may be in denial about it, or justify his actions however he wants). Still goes to Hell (or a lower plane) on death however.

It's not explicitly evil, but it is also explicitly not good.

"Necromancy spells manipulate the energies of life and death. Such spells can grant an extra reserve of life force, drain the life energy from another creature, create the undead, or even bring the dead back to life. Creating the undead through the use of necromancy spells such as animate dead is not a good act, and only evil casters use such spells frequently."

Here's a use of frequently again without a definition. But yes, if you use the spell frequently(as determined by the DM), you will be evil.
