If you were to take a look at that, you'll see that the average stat with that method is around 10-11. That doesn't mean you won't get a high stat (it's entirely possible that you could roll an 18. Rule #1 - Fill out your character sheet last.
Rule #2 - Start with a concept. This could be as simple as "Noble Knight", "Skilled swordsman", "Willful Magician's Apprentice" etc.
Rule #3 - Create a background for this character. Something that explains their motivations.
Rule #4 - Ask yourself, "Will this character be fun for me to play?" If not, back to the drawing board.
Rule #5 - Ask yourself, "Will this character be fun for the other players to interact with?" If not, seriously consider going back to the drawing board.
Rule #6 - Ask yourself, "Do I think I can actually play this character?" If not, consider a modified or different character.
Rule #7 - Flesh out the details of your character and make sure that it will fit in with the game world and party.
Rule #8 - Present the concept to the DM. Listen to the DM's feedback.
Rule #9 - Generate stats and fill out your character sheet.
