Are you able to Two-Weapon fight with a Spiked Chain? Not duel wield them, but Two-Weapon with the same Spiked Chain?

By default, no. The 3.0 prestige class "Master of Chains" had an ability that let you treat a spiked chain as a double weapon without reach.

The 3.5 prestige class "Exotic Weapon Master" allows you to do a "flurry of blows" effect with a spiked chain - a single extra attack at your highest bab, but all your attacks get a penalty.
 

You could dual wield them if you were a Medium sized character using a small version of spiked chain. You'd do 1d6 damage AND have 5' and 10' Reach.
 

So the answer seams to be 'Not any more.' Could always ask your GM about a feat or prestige class. Given the hate against spike chains though, I wouldn't cease respiration.

The manriki-kusari listed in the DMG does what you're saying, and also functions like a spiked chain.

IIRC the 3rd addition Oriental Adventures allowed this as a varient

As someone else previously mentioned, the Master of Chains from the old fighter/monk book could use it as a double weapon.
 

OK, but "not anymore" asserts that it was possible at some time but isn't now. 3.5e didn't render all pre-existing prestige classes null and void.

The Master of Chains was not reprinted. It is my understanding (through Living Greyhawk) that material that was not reprinted in 3.5 is not longer considered valid D&D material, mechanically speaking. Afterall, someone doesn't have the option of using the 3.0 spells that didn't make the reprint, at least not in any campaign I have played in.

In any case, there is no 3.5 printed material allowing it.

That is only true for the Organized Play stuff. The standard answer from Wizards of the Coast, regarding home game use, is something like: If we did not consider it broken enough to revise it (yet), it is perfectly fine to play it as it is until we do (if ever).

In short, Living Greyhawk made a separate decision to ban things that were in supplements no longer in print (because it was not fair to allow some people to use them and some people not to be able to get them). Only materials that are in the current supplements are "legit" in Living Greyhawk games.
