simple question.
can an eldrich knight cast a spell (not cantrip), then use action surge feature for casting another spell (not cantrip)?
or a multiclass fighter 2 / caster x, use the same tactics?

Simple answer, Yes.

An extra action is any kind of action, so two spells, all your attacks twice, attacks + spell, any two actions.

Thats the rules for casting with a bonus action and not for two regular actions.

i don't see anything stopping two spells being cast with action surge.

I think the OP is asking about the additional action from Action Surge, which doesn't seems to be a bonus action. In fact, in Basic it is said that with Action Surge "you can take one additional action on top of your regular action and a possible bonus action".

So it sounds like the Eldritch Knight (or a Fighter 2/Wizard X) can cast 2 spells in that round, but if she uses the bonus action for a swift spell, apparently she can cast only that one (plus a cantrip).
 

Right. It's Second Wind that's the bonus action. Or the War Magic ability. I was just discussing True Strike with War Magic elsewhere, and these conversations bled together. Oops.

That makes sense. At 7th level, the EK could cast a spell, cast a cantrip, and attack once, if she uses an Action Surge.

Uhm... I don't know what happens at 7th level. But for the combination spell+cantrip+attack, I think it's required that the spell is "swift".

Alternatively she can cast a non-swift spell, and cast another non-swift spell using Action Surge (and neither has to be a cantrip).

At 7th, the EK gets War Magic, which lets an EK attack (once) as a bonus action, if she cast a cantrip. So the EK could: cast a cantrip (action), attack (bonus action), cast burning hands (action surge).

Alternatively she can cast a non-swift spell, and cast another non-swift spell using Action Surge (and neither has to be a cantrip).

This I agree with.
